Since the first Pikmin game, bud Pikmin have become more and more rare.
In the first game you still saw them a lot.
In the second, you saw them a lot less, since Pikmin no longer go from flower to bud when kicked off an enemy or blown over by a puffy/withering blowhog, instead going straight down to leaf.
So seeing bud pikmin was only possible by leaving them planted in the ground for juuuust long enough. Not too long, or they'd be flowers. But most of the time they would either be plucked right away, or there were already 100 Pikmin in the field, so they'd just be leaves anyway. Especially Pink and Purples were extremely rare to see as buds since you'd just pluck them right after they popped out of their candypop buds.
In Pikmin 3 they removed the de-flowering (hehe) of Pikmin altogether. So now once a Pikmin has a flower, you'll only lose it when it dies. In exchange, they made eggs much harder to find, removed pluckable grass, and flint beetles were more rare as well.
And since captains now automatically pluck pikmin they are close to, leaving a captain by the onion meant even when you sprout new pikmin on the field, they wouldn't have the chance to grow into buds anyway.
So... why even have buds at all?
I'd say either remove them or make them prevalent again. And I'd rather go with the latter.
Now that using up nectar is finally based on how many pikmin have used it, why don't they make buds as prevalent as they used to?
Right now, in Pikmin 3, a bud pikmin will drink the same amount of nectar as a leaf (10%). So having buds with you means possibly wasting some nectar.
But they could just change it so that buds only drink half as much as leaves (5%). So nothing is wasted.
Then they could bring back de-flowering (huhu) the way it worked in Pikmin 1, make nectar more prevalent, and then finally there's a point to looking for nectar again.
This would also make the fact that sprays flower your pikmin instantly less overpowered.
I dunno about you, but when I'm playing Pimin 3 I don't lose many Pikmin anymore. So I don't need to look for nectar anymore.
When I'm playing the first game it's always useful to look for nectar. And that's great. Cuz it gives the player more to do.
It also added a choice:
Do I wanna look for nectar again after this battle, which caused some of my flowers to go back to buds, or do I just keep going and take the small loss? What's more efficient right now?
Also, now that Pikmin follow behind you in the form of a trail instead of a circle, it's not so bad if you have some buds or leaves with you. In the first two games, having even one leaf meant you could be held up by it in many ways. Not so much in Pikmin 3. And more buds in the first game meant nectar was more likely to be wasted. This also wouldn't be a problem if they used up half a ration.
So yeah, over all I think having flowers should be more easy come, easy go. It being easy to flower up all your pikmin, but also easy to get your pikmin de-flowered (haha).

Oh, and another thing, it would be really nice if you could swarm your pikmin into nectar in Pikmin 3 instead of having to charge it.
